Should a city have jurisdiction over, and therefore ability to provide a service to an area that is outside the city limits? They already do with Electric, why is internet different? The possibility for corruption and abuse is the reason I believe that these laws were put in place. Could you imagine, City based bullying, and racketeering, all because of an internet scheme to get revenue from people not inside your own city limits. It’s like San Francisco, siphoning off all of Oakland’s booty, So that they can buy more LA Face.
